The Public Version is blocked because you need to speak to Elizabeth at the Principle's Office in C.E.X. University, but it's not available in the public version.

I don't understand your question. Although Elizabeth isn't publicly available at the university, if there's an event featuring her, it will be activated just by entering her office.
